From the ground you usually cannot. Impact bruising on asphalt shingles is easy to miss and easy to overstate. We chalk the hits slope by slope, photograph them and count them, then show you what is there before anyone talks about a claim.
It depends on the age of the system, how widespread the damage is and whether the decking underneath is sound. A ten-year-old roof with a failed pipe boot is a repair. A twenty-year-old roof with granular loss across every slope is not. The inspection answers it, in writing.
